Katrina Assault's the Gulf Coast and Washington can't find the panic button

While George W. Bush and the rest of the Federal Government were still trying to spell Katrina, Wisconsin Governor Jim Doyle declared a state of emergency and deployed his National Guard to another state so that they could aid the victims of Hurricane Katrina. Days later, George W. Bush finally responded.


"If we can't respond faster than this to an event we saw coming across the Gulf for days, then why do we think we're prepared to respond to a nuclear or biological attack?" asked former House Speaker Newt Gingrich, a Republican.
